JOB SUMMARY:
The Vice President, IT Project Management leads enterprise-scale technology programs that enable banking, regulatory, and strategic business outcomes. The role is accountable for end-to-end program delivery across scope, timeline, budget, risk, and compliance, with direct impact on enterprise execution, regulatory posture, and operational resilience. Operating at an enterprise level, this position establishes delivery governance, drives cross-functional alignment, and ensures disciplined execution across a portfolio of complex initiatives. The role reports into senior technology or transformation leadership and provides oversight and direction to program managers, project managers, and aligned delivery teams.
PRINCIPAL DUTIES AND RESPONSIBILITIES:

- Own delivery accountability for a portfolio of complex, multi-year technology programs with enterprise and regulatory impact.
- Define program scope, success criteria, milestones, dependencies, and resourcing models in alignment with business strategy.
- Establish and operate program and portfolio governance, including PMO standards, reporting frameworks, escalation paths, and executive communications.
- Lead cross-functional and cross-regional teams, clarifying ownership, decision rights, and accountability across business and technology stakeholders.
- Manage full lifecycle program execution, adjusting delivery plans to address changing priorities, risks, and regulatory requirements.
- Oversee program financials, including budget planning, forecast accuracy, variance management, and funding governance.
- Identify, assess, and mitigate delivery, operational, and compliance risks through disciplined controls and adherence to enterprise policies.
- Partner with senior business and technology leaders to ensure alignment between program outcomes, regulatory obligations, and target-state architecture.
- Drive change adoption by communicating program impacts, benefits, and outcomes to stakeholders and executive leadership.
- Apply appropriate delivery methodologies, including waterfall, agile, Scrum, and hybrid models, based on program complexity and risk profile.
- Ensure accurate, timely reporting on progress, risks, and dependencies, with proactive escalation to senior leadership.
- Develop and mentor program and project leaders, reinforcing execution rigor, accountability, and delivery excellence.
- Ensure documentation and audit-ready artifacts are maintained within enterprise tools such as Jira and Confluence.
POSITION SPECIFICATIONS:

- Minimum of 5 years of progressive experience in technology program and technical project management within complex, regulated environments.
- Demonstrated success leading large-scale, cross-functional technology programs with material budget and enterprise impact.
- Strong working knowledge of program and project management disciplines, including governance, planning, budgeting, and lifecycle execution.
- Proven experience applying delivery methodologies including Waterfall, Agile, Scrum, and SDLC.
- Demonstrated ability to manage senior stakeholders and communicate effectively at the executive level, including influencing without authority.
- Proven experience managing regulatory, risk, and compliance considerations within technology delivery.
- Demonstrated organizational leadership experience supporting structured delivery teams and portfolio execution.
- Hands-on experience with enterprise delivery and reporting tools, including Jira, Confluence, Microsoft Project, and related platforms.
- Demonstrated technical understanding sufficient to partner effectively with engineering, infrastructure, architecture, and data teams.
- Experience in financial services or similarly regulated industries preferred.
